摘要

A central question in the design of an emissions trading system is how to initially allocate emissions permits among the participants. Researchers obtained the allocations making all participants efficient (Pareto efficient) based on data envelopment analysis, and then confirmed the interval of allocation. The utility function of satisfaction degree was defined based on the interval of allocation. The allocation models can finally generate the optimal allocation making all participants efficient (Pareto efficient) and maximizing the whole satisfaction degrees. A real data set of 139 participants in 2009 is presented to demonstrate the rationality of the approach. It is meaningful for the world's energy saving and emission reduction and achieving the sustainable development of society and economy.
