Hurwitz polynomial plays an important role in control theory and stability theory. The author firstly gives the concept of a finite positive sequence and the polynomials of first and second kind with respect to a positive sequence. Using the generators of a real positive definite Hankel matrice, this paper gives a new necessary and sufficient condition for a polynomial to be Hurwitz polynomial, a simple proof of the stability criterion of Lienard and Chipart can be obtained.
