A note on Weil's multiplicative character sum

This paper gives a counter example of Theorem 5.40 on Weil's multiplicative character sum in the book "Finite Fields" by Rudolf Lidl and Harald Niederreiter. The counter example shows that Theorem 5.40 is incorrect.
