A novel synthetic method of 2-nitroimino-5-nitro-hexahydro-1,3,5-triazine (NNHT) was described. NNHT was synthesized using nitroguanidine, urotropine and concentrated hydrochloric acid as raw materials in two steps. The intermediate product NIHT center dot HCl was prepared by cyclization, and then was nitrated to obtain the target compound NNHT. The yield of NIHT center dot HCl and NNHT could be up to above 78.3% and 64.3%, respectively. The factors on the yield were discussed, such as reaction temperature, reaction time and the condition of nitration etc. The product was characterized by IR, (1)H NMR, (13)C NMR, HPLC and elemental analysis techniques.
