The transition metal (TM=Co, Mn or Ni)-doped ZnO powders were fabricated with different doping concentrations by the 'conventional solid state method. The crystal structure was characterized by X-ray diffraction (XRD). The electromagnetic parameters were measured using vector network analyzer (VNA) in the frequency range of 8.2 similar to 18 GHz. Based on the database, the monolayer and double-layer absorbers were designed, and their microwave absorbing properties were examined. It is found that the double-layer absorber has better microwave absorbing ability than the monolayer absorber. The -8dB absorbing bandwidth is 5.21 GHz over the frequency range of 8.2 similar to 18 GHz with the maximum reflection loss -25.59 dB at 13.63 GHz.
