摘要

China's national long-term plan for science and technology development was released in 2006. It put forward eleven priority areas, the first of which is energy. This empirical study focuses on the publications in energy field in order to evaluate the effectiveness of the policy. In this paper, bibliometric assessment was carried out with a panel of Web of Science (WOS) data with the following steps: (1) contrast the quantity of China's energy outputs before and after the long-term plan was released to verify the effectiveness of the policy; (2) evaluate the quality of China's energy publications through comparison with control groups according to the established evaluation system; (3) conduct cluster analysis of the keywords to determine the hot research topics and prove their consistency with the priority themes defined in the long-term plan. All findings indicate that the release of the long-term plan have significantly enhanced the research in the area of energy in China.
