摘要

This paper has presented a novel emergency relief item allocation approach for quickly responding to relief demands of the disaster spots. The proposed approach involves three major perspectives: (1) disaster-spot grouping, (2) determination of allocation priority, (3) group-based relief item allocation. A fuzzy clustering-based approach is formulated to group disaster spots and to associate the respective allocation priority with them. A relief item allocation model is developed to determine the relief item allocation strategy and then the algorithm for solving the proposed model is provided. At last, numerical analysis is performed to demonstrate the applicability of the proposed method.
