摘要

The 2007 Floods Directive pursues an approach which brings about changes for German flood risk management and replaces "security" by "risk" as the central concept of dealing with floods. Major changes include the introduction of a systematic risk analysis and the consideration of extreme flood events. First responses to the directive in Germany were diverse, including both scepticism and approval. A study by the University of Bonn aimed to evaluate the acceptance of the new Floods Directive among German water resources authorities and to trace obstacles and opportunities in order to conclude recommendations for an effective implementation. The results are based on expert interviews within the river Rhine catchment.
