A mathematical model for predicting the roughness of flexible pavements in terms of international roughness index (IRI) was derived and tested. It was built from rigorous assumptions and includes the following parameters: permanent deformation (epsilon(p)), frost heave (S), transverse fissure (F-t), and the coefficient representing the gain or the suppression effect of wavelengths (K). The model was tested with optimism on Fossambault sand and Saint-Alban clay with and without freezing conditions. An analysis of model sensitivity was also performed and the results seem to be realistic and relevant. However, the model in its current state is a theoretical tool. It needs to be calibrated and validated with roughness data of existing pavement.
