The main objective of this article is to act as a building block with respect to how best to establish an effective and viable system of cooperation to address non-traditional maritime security issues. After defining non-traditional maritime security, the article probes the reasons why international cooperation is necessary to protect these interests. The article then uses economics to analyse the obstacles to and incentives for international cooperation in different contexts and pinpoints which elements are indispensable for international cooperation in the area of non-traditional maritime security. To achieve meaningful and effective cooperation to address non-traditional maritime security issues, rules need to be established to ensure that the returns of cooperation exceed the costs and returns of non-cooperation. Moreover, in formulating and implementing the rules, different externalities and incentives must be differentiated, as they directly influence the costs. Additionally, people should consider the factors that affect the costs in reaching cooperation, such as excludability, measurability, and the size of the group. Accordingly, the transaction costs shall be minimised to facilitate cooperation.
