摘要

To manage the science and technology projects sponsored by the government is a complex system engineering which involves many organizations and partners organized by a principal-agent system. Because of information asymmetry and interest conflicts among them, adverse selection and moral hazards usually make the management system running in a less efficient way under poorly designed institutions in China. The article applies the new theoretic results of principal-agent researches to analyze the key problems of the present China science and technology projects management system and abstracts such a new concept as "academic-agent" to clarify the expert-evaluation system, and finally puts forward some strategies to design the incentive mechanism effectively in order to improve the management system as a whole.
