Quaternary glasses within system 75TeO(2)-10Nb(2)O(5)-10ZnO- 5PbO doped with different concentration of Er2O3 ions were prepared. The Judd-Ofelt parameters Omega(2), Omega(4), Omega(6), the oscillator strength type transition probabilities, spectroscopic quality factors, branching ratio and radiative lifetimes of several excited states of Er3+ have been evaluated. The gain cross-section of laser transition level from I-4(13/2) -> I-4(15/2) was obtained. 75TeO(2)-10Nb(2)O(5)-5PbO-10ZnO- 8750 ppm Er2O3 has the highest effective emission cross section bandwidth (66.3nm) and large stimulated emission cross-section equal 27.96x10(-21) cm(2). Spectroscopic properties indicate that this glass doped with Er3+ is a promising candidate for optical applications.
