The current world is increasingly complex, and due to deterioration of natural environment or man-made damage, all kinds of natural and social hazards happen more frequently. Faced with the situation, it is particularly important to ensure the public security in cities, mankind's settlement. And its successful design can to the utmost extent safeguard people's lives and property. But facing the status quo of a world with dense city groups and a city with dense buildings, the cities seem to be vulnerable to disasters. The paper analyzes the problems of the present urban public security from the perspective of disaster prevention like its structure, its system, public space and evacuation route. Then based on the multifold needs of the urban public security, the full use of the available public space and the green land system, some strategies are proposed with the guidance of a case study of Shapingba downtown, system theory, information theory, disaster science and research on people's refuge behavior. In this way, Shapingba's tackling ability in public security can be strengthened via many measures like modifying its disaster prevention structure, improving its prevention system combined with the green land system, setting up refuge corridor, forming refuge network and making all-round and large-scale refuge center. Thus the design strategies of the public security in the populous downtown are explored.
