Referred to the modern logistics theories as well as the theories based on the principles of systems engineering, taking the profit of the alliance of highway logistics centers as a target function, this paper set up a decision-making model by analyzing the profit of the alliance of logistics centers and then deducted the critical points which can help each logistics center to make a proper strategy decisions.
