To mitigate the disasters, casualties and economic losses caused by the earthquake, a programmable logic controller, PLC, based seismic emergency auto-handling application system for the lifeline engineering was presented. The system served as a subsystem for the whole lifeline engineering system's automatic control system. And it was composed by intelligent seismic sensors, PLC, some actuators. Two intelligent seismic sensors, ED-1 earthquake detector and SI-3 intensity sensor were applied to measure the strong ground motion. ED-1 earthquake detectors were usually mounted on the user edge of the lifeline engineering system to control the SVs directly. For high reliable reasons the SI-3 intensity sensors were mounted on the relay stations. On earthquake the SI-3 intensity sensors would send their disaster assessment results to the PLC through the field bus. Then the PLC comprehensively considered the data collected, judged the situation of the whole lifeline engineering system and fulfilled the emergency auto-handling actions. Two digital filter, high pass filter and median filter were both used to remove noises.
The high pass filter was used to revise the baseline drift in long period and the median filter was employed to suppress the impulse noise. Both of the filters improved the accuracy of the disaster assessment and avoided the false operations unwanted. To advance the capabilities for disaster assessment the relationship between SI and seismic intensity was built with the help of Japanese Seismic Intensity Scale. To demonstrate the performance of the seismic emergency auto-handling application system, a demonstration system for the water automatic supply was built and some sensor tests were performed. Through theory and experiment analysis, the seismic emergency auto-handling application system could measure the ground motion acceleration in accuracy and realize the seismic emergency auto-handling rapidly. The system was fit for cost-sensitive applications and could be widely used.
