Decision Making without "Words"

Purpose: Communication without barriers and decision making without words, how is it possible for deaf people? Any hearing impairment is a serious handicap for both speech hearing and for non-speech sound communication and it has a serious impact on the activity and participation possibilities of the concerned people. To enable participation it is necessary to have knowledge about the communication forms of deaf people and to reduce communication barriers. In recent years, particularly through the SGB IX and the Convention on the Rights of Persons with Disabilities (CRPD) the legal basis to reduce communications barriers for people with hearing impairment has been changed and further improved. As part of the GINKO (the legislative effect laws have on the professional integration of those who are hard of hearing, people who have gone deaf and those who are deaf through communication and organization; promotion: BMAS) project it is of research interest, whether the information about the legal framework reaches the people affected and whether the laws have a positive impact on the communication in the working life of deaf people.
Materials and Methods: Persons with hearing impairment were asked by a standardized questionnaire, which was also available online with sign language films, about their knowledge about the contents of the current legislation and their communication situation in their workplace.
Results: 30.9% (n=321) of the n=1039 employed deaf participants reported, that their workplace is adapted to their hearing impairment. 20.7% (n=215) indicated, that the organization of the work is adapted to their hearing impairment and 24.4% (n=254) reported, that their working time is adapted. 33.2% (n=345) of participants have technical communication aids on their workplace.
Conclusions: The findings of the GINKO-project suggest that there is a remarkable deficit in the implementation of the legal possibilities for workplace accommodations and as a result the communication and the decision making of deaf employees might be strongly affected.
