Analysis of conflicts between right-turn vehicles and pedestrians under different right-turn control schemes: A comparative study

Many accidents occur at intersections where conflicts between right-turn vehicles and pedestrians are most common. The "right turn on red" (RTOR) control scheme is widely used in China. Recently, protected/permissive right-turn phasing (PPRT) control scheme has been adopted in some cities. However, little research has focused on the effects of reducing conflict numbers or decreasing conflict severity under PPRT. This paper presents a comparative study of the behavior and conflict characteristics of right-turn vehicles and pedestrians under different right-turn control schemes. Empirical data has been collected at two typical intersections with similar layout characteristics and traffic patterns, one with control scheme of RTOR, and the other PPRT. The conflict samples are classified into 10 types, according to the direction of pedestrians' movements and whether pedestrians cross individually or in successive groups. Time-lags and gaps of right-turn vehicles and pedestrians are extracted. The analysis results show that time-lags and gaps significantly correlate to the yielding behavior of right-turn vehicles. Furthermore, the time-lags and gaps with RTOR are smaller than those with PPRT, which indicates that the conflicts with RTOR are more serious than those with PPRT. Meanwhile, right-turn vehicles are more likely to yield to pedestrians at PPRT intersections.
