摘要

Next Generation Mobile Network (NGMN) trends to converge multiple radio access technologies (RATs) to provide ubiquitous access service to users. As a ubiquitous system, a solution to support increasingly popular video application is essential. With the nature of higher bandwidth requirement and delay-sensitive, seamless handover for mobile video application between different RATs with a guaranteed quality of service (QoS) is one of the challenges. This article proposes a mobile initialed network-controlled handover scheme by implementing IEEE 802.21 specified Media Independent Information Service (MIIS) server to accelerate the seamless video streaming over heterogeneous networks. Simulation results show that the proposed scheme improves the performance in terms of packet loss rate, delay and Peak Signal-to-Noise Ratio (PSNR).
