To achieve maximum energy saving and environmental benefits with limited investment cost for authorities, ratio of energy saving benefit to investment cost (EnIR) and ratio of environmental benefit to investment cost (EvIR) were proposed to optimize energy efficient residential retrofit plans. The approach of EnIR and EvIR was thereafter applied to a case building in Hangzhou city. The results show that the EnIR and EvIR can not only select optimum energy saving measurements, but also guide for best cost-effective plan of energy-efficient retrofitting. Based on the optimum plan for the case building, every 1RMB¥investment cost saves 15.04 MJ energy and reduces 1.13 kg CO2emission.
