Behavior relationship model and policy improvements related to stakeholder affecting construction safety

Proprietor, supervisor and contractor are the most important parties related to construction site, but there have been some controversies and problems on the duty and responsibility allocation among three parties in construction safety management. A behavior relationship model of three parties affecting construction safety is proposed based on structure equation model and collective behaviors related to construction safety management probed from current policies and system, and furthermore the internal relations between each of three parties and the behavior relationship model are discussed. To resolve the controversies on duty allocation related to construction safety management, it is suggested to strengthen proprietors' liability, detail contractors' liability under each delivery method and redesign the liability identification in construction accidents.
