摘要

Based on an analysis of the relationship between the risk factors borne by the government and the purchase price, the calculating methods used to determine purchase prices were summarised and contrasted. An optimised decision-making model was established through a purchasing scheme data analysis. Decision-making system software was designed and developed to provide optimal purchasing schemes for a build-transfer project for TEDA's project involving landfill in the sea. This study can help formulate feasible purchasing schemes for project financing control and aid decision making for policymakers.
