Principal result: Suppose Y is metrizable. Then: (a) if X is metrizable and A c X is closed, then every continuous g : A -> Y extends to an l.s.c. psi : X -> kappa(Y): (b) Y satisfies (a) for all paracompact X if and only if Y is completely metrizable.
