A Discourse on How to Remedy Governmental Responsibility Deficiency in Privatization of Public Services

Since the 1980's, the privatization of public services has gradually become one of the economic and political development strategies adopted by all the countries in the world. Likewise, the Chinese government has been persistently striving for the privatization of public services. The privatization of public services means the reinforcement of the role of the market and the marginalization of the role of the government. In the privatization process, the governmental responsibility deficiency is unavoidable. How to remedy a dysfunctional government infected with responsibility deficiency is the key to the privatization of public services as well as the core of this discourse. By carrying out research into such governmental functions as the selection, supervision and evaluation of the governmental role in the privatization process, this article proposes a rational solution to governmental responsibility deficiency.
