The newly proposed video coding standard H.264/AVC by JVT can achieve much higher efficiency than previous standards. Unfortunately this comes at a cost in greatly increased complexity at the encoder mainly due to Motion estimation (ME) and inter-prediction block mode decision. In this paper, we propose a new scheme to optimize block mode decision to significantly improve the time efficiency of the encoder in H.264/AVC. It makes use of jointly block merging and splitting method with adaptive thresholds and fast decision function educed by Rate distortion optimization (RDO) criteria. Based on the fast mode decision approach, only parts of inter prediction modes are chosen for RDO calculation. The experiment results show that the new scheme is able to achieve a reduction of 66% encoding time in average compared with the exhaustive search of H.264/AVC reference software, with a negligible average Peak signal to noise ratio (PSNR) loss and bit rate increase.
