The perception of competition between material and energetic utilisation is enhanced by an increased use of biomass in Germany. Many research-programs analyse the resource-potentials, whereas decision parameters for allocating timber to an energetic or a material utilization are mostly unknown. In the research-project OpA1 we determined these decision making factors. Therefore, a theory-based methodological concept was developed to derive factors. These were differentiated by internal, external and relational factors. The underlying business decisions are not, as often postulated in one-dimensional economic decision models, influenced solely by market price indexed allocation mechanisms. It can be shown that these supposedly purely rational- and price-based allocation decisions are actually influenced by a variety of factors such as the personal attitude and social networking of the decision maker, (path-)dependencies or reciprocities. So-called 'key actors' play a special role in social relationship networks, with their decisions affecting entire value-added chains and pushing other decision factors into the background.
