The ERHIN programme. Hydrological-nival modelling for the management of water resources in the Ebro basin

In certain areas of Spain (The Pyrenees, The Cantabrian and Iberian ranges, the Central Highlands and the Sierra Nevada) nival precipitation reaches significant levels during the winter, leading to long-lasting thicknesses of snow in catchment basins and rapid melting of this snow in short periods of time directly related to the rise of the zero degree isotherm in spring. Twenty-jive years ago, the then National Hydraulic Works Authority (now the National Water Authority), taking into account the importance of snowfalls in the management of water resources, initiated the ERHIN programme (Study on Water Resources originating from Innivation). The object of this was to quantify the processes in question and thus enable the management of those reservoirs situated at the foot of the principal Spanish mountain ranges. During recent years, the various systems for monitoring snow cover in mountain areas (measurements based on satellite imaging) have advanced and improved. An IT system (ASTER) enables the volume of water accumulated in the form of snow to be simulated (time-space distribution), thereby facilitating forecasts of snow melt flows. The ASTER model is currently used in conjunction with SAIH (Automatic Hydrological Information System) to forecast inflows for the main reservoirs in Spain. The main characteristics of the EHRIN programme and the ASTER model, along with the results obtained to date for the Ebro basin, are analysed in this article.
