关于城市规划行政许可及审批的探讨

　　The aim of article is to define the scope of urban planning administration, improve administrative efficiency.First, retrospective the concept and clarify the principles of administrative license, which are based on the "Administrative Licensing Law";then combined with urban planning administration, the article points out the following problems: first, planning administrative and approval are ill-defined;second, planning licensing requirements are out of reality;third, administrative license classification is not clear;fourth, the responsibilities of administration are ambiguous;fifth, the balance between fairness and efficiency is difficult to grasp.Finally, the article suggests reforms to achieve administrative goals.
