A Schedule-Performance Approach for Level-of-Effort Tasks

Earned Value Management (EVM) includes several types of effort used to define work or tasks. Often in engineering and management, Level of Effort (LOE) is primarily used. The current problem is that LOB'S schedule-performance measure contributes to program performance inaccuracies. In this article, a new model is presented based on an action database of two program cases. The results provide a new quantitative model that is more precise for LOB tasks. Using the new model, managers can benefit with a more accurate schedule-performance measure for planning, executing, and reporting. These benefits provide management decision makers with earlier indications of program shortfalls.
