摘要

The Hungarian government has placed national security and within that cyber security into the centre of its e-government strategy and derived from that a series of systematic legal institutions and policies have been created. Effectiveness and efficiency of minimizing information security incidents will largely depending on the compliance and motivation of civil servants to enforce these policies. Information security awareness (ISA) is a key construct and pre-condition for increasing motivation and compliance. Our expert interviews and empirical research, therefore aim to provide some initial findings on ISA in the Hungarian public administration sector. The expert interviews confirmed the gap between systematic top-down structure of the Hungarian legislation and the lack of knowledge about the decentralized public information systems. The aggregate survey results of ISA indicated positive self assessment of public servants, but the detailed analysis revealed several contradictions in this area. Conclusions for practice and directions for further research are also shown for better understanding of ISA in the Hungarian public sector.
