A concept for command and control (C2) is an effort to envision the future operational environment accurately and develop general requirements for C2. It represents an attempt to break with Cold War and Industrial Age paradigms and instead meet the future on its own terms. The writers of this article strive to find the balance between developing technology on the one hand and the essential humanity of conflict on the other. Above all, they call for flexibility, because the future operational environment will offer myriad, diverse challenges and conditions. The goal is a future C2 system of systems that facilitates strategic, operational, and tactical success.
