摘要
The process of the air traffic controllers solving the flight confliction was analyzed by using extended predictive method CREAM and the miss possibility was predicted, and then the way how to improve controllers'reliability was put forward. Once the CPC factor is determined, the weakness section of air traffic department can be found, and then the control measures can be set up accordingly. The result showed that the predictive function of CREAM is suitable for ATC risk analysis, and useful for improving aviation safety.
