The nitrate content of groundwater is an important factor affecting whether the water is drinkable. To determine the nitrate content of groundwater and its variability over time, it is necessary first to study the functional planning of groundwater use and to conduct a preliminary investigation and classification. Most studies of groundwater functional planning around the world have focused on urban areas, particularly on the functional planning of groundwater use in large and medium-sized cities, but few studies have been carried out on the vast rural areas. This paper aims to develop a multifactor appraisal system to evaluate the factors which affect groundwater nitrate content and to conduct a quantitative evaluation of existing index systems for groundwater nitrate content using normalization and the Delphi method. Using GIS overlay analysis and fuzzy clustering statistical analysis with the Statistica 7.1 software, an investigation into groundwater functional planning based on nitrate content was carried out at a medium scale. Shandong province was chosen as the study area. The study area in Shandong province was divided into five major types, which contain seven zones. The rationality of the functional planning approach was validated through comparison of existing literature with the data collected from field investigations.
