A composite activator for ground granulated blast-furnace slag (GGBFS) and slowly cooling cinder (SCC) of power plants was explored. It does not contain chloride, or includes a small quantity of, potassium and sodium; thus, the durability of the concrete is improved, it makes the SCC used in the production of GGBFS without sacrificing quality. The effect of this composite activator on the early strength of GGBFS-SCC composite cement mortar was investigated using an orthogonal test. The hydration and micro-structure of this composite cement with activator were analyzed by X-ray diffraction, differential scanning calorimetry, and scanning electron microscopy, and the interaction mechanism was researched. The results show that the activator explored can increase both the early and later strength of GGBFS-SCC composite cement. With 25% GGBFS replaced by SCC, the strength of composite cement at 28 d does not decrease when this activator is used. The weakened fluidity of cement attributed to the addition of pulverized SCC can be improved by adjusting the amount of water reducer.
