It is shown that the potential energy surface of the two separated fragments has the saddle point, which takes place at small distance between the surfaces of well-deformed fragments. The height of this two-body saddle point is larger than the height of one-body fission barrier for nuclei with A less than or similar to 220. The mass yields of the fission fragments, which are appearing at the fission of nuclei with A less than or similar to 220, are related to the number of states of the two-fragment systems at the two-body saddle points. The characteristics of kinetic energy of fragments are described by using the trajectory motion equations with the dissipation terms. The Gaussian distribution of the final kinetic energy around the classical value of this energy induced by the stochastic fluctuations is taken into account at an evaluation of the total kinetic energy distributions of the fission fragments.
