摘要

This study explored water resource management in an irrigation project in Lao PDR. The field activities within the pilot project of the Nam Houm Irrigation Scheme, Lao PDR, were studied by undertaking field observations, interviewing stakeholders and collecting data. The field observations and data collection were made possible by an infrastructure system survey, collecting data about water requirements and allocation, assessment of agricultural water requirements, and inflow and outflow measurements. In the results, the water requirements were estimated using obtained parameters from the field such as evaporation, reference crop evaporation (ET0), rainfall, crop coefficient, evapotranspiration, percolation, actual planted area, cropping pattern and cropping calendar. The water management appraisal was conducted so that stakeholders involved in water management in this pilot project were also included. The constraints of the pilot project are limited budget, limited funds, limited experience and capability of staff, poor condition of irrigation infrastructure, insufficient vehicles to facilitate work, and weakness in the functioning of water user groups (WUGs).
