With the rapid increase of the air traffic transportation, the air traffic congest problem became more and more severity, so to study the flow optimization problem is very importation and urgent In this paper, such items have been considered: the sectors capacity constrains, the air traffic flux controlled by the area controllers, the time of flight take-off controlled by the town controllers, the real-time result should be achieved in practice, different flight has different delay cost. The new milt-airports ground-holding problem model with sectors capacity constrains has been given basing on the theory of large scale system, and the corresponding algorithm has been given. The calculation process has been simplified by dividing the problem into two sub-problems, the value of sectors flux and flight take-off time has been achieved. The simulation results of more than one hundred flights validate the feasibility of the proposed model and algorithm.
