摘要

In future Mobile Internet, co-operation among heterogeneous networks will provide users with seamless services. Mobility of terminals and burst arrival of services cause disproportional network load distribution in time and space domain, which is a key factor influencing network performance. Adaptive radio access control scheme is an effective approach for load balancing among heterogeneous networks, improving utilization of radio resources. Firstly, a new dynamic load balance policy based on terminal mobility and service arriving cognition is proposed. Furthermore, according to statistic analysis of service arriving data, an adaptive radio access control scheme based on users'; cell resident time is raised. It is realized through terminal classification and mobility modeling. Finally, performance of the above scheme is verified by simulation results.
