Assessment of Risk related to Coastal Aquifers Management in Algeria

After a brief overview and a diagnosis of the current state of the Algerian coastal aquifers, a table of various constraints, pressures and stresses of these aquifers is drawn. It shows that, overall, the Algerian coastal aquifers are highly stressed by competing uses (population, agriculture and tourism) in addition to climate changes that are being felt significantly, with a rainfall deficit estimated at nearly 30%. The status of Algerian coastal aquifers and recent developments affecting them, show that the large deficits observed (on the basis of the confrontation-resource needs) will widen increasingly. Moreover, to the risk of resources depletion, is superimposed a qualitative degradation, mainly the risk of seawater intrusion (where some aquifers are already abandoned) and an anthropogenic pollution related to agricultural activity (92% of samples analyzed on the Mitidja aquifer, exceed the maximum permissible concentration for nitrats) and industrial activities (where 250 000 m(3) of wastewater are discharged daily into the Oued El Harrach river). To overcome this, an ambitious strategy was developed. It materialized by a set of projects and actions, especially the mobilization of non-conventional resources such as desalination of sea water (950 hm(3) / year by 2030) and reuse of wastewater (where 251 stations will produce 1 200 hm3 / year in 2030). It nevertheless remains that a rigorous policy of demand management is needed, this through: (i) a scientific development (monitoring, modeling, information systems and decision support), (ii) an adequate management based on financial mechanisms in order to avoid waste, (iii) a sensitization and communication policy.
