摘要

Because levels of power and the responsibilities of the various stakeholders in basin water pollution governance systems are not clear, such systems cannot operate smoothly. Pollution governances are inefficient, so the problem of water pollution continues. This paper gives an overview of current research into China's basin water pollution governance and includes research into: management stakeholders; vertical cooperation among the basins' government authorities; horizontal cooperation among government authorities; the relationship between the government and enterprises; the coordination of all stakeholders and unified basin management. Weaknesses in current research include a lack of awareness of the need to study operations and rationales for countermeasures; a lack of in-depth analysis of how to deal with the overlapping functions of the new watershed management institutions; ideas of how the original agencies will operate in the new set-up and finally the way in which future research trends combine with these problems.
