摘要

Safety and security are important concepts for protecting critical infrastructures. The optimal approach for making critical infrastructures simultaneously safe and secured is to consider both concepts at once and in an integrated way. In this paper, the circumstances and the conditions under which safety and security can be integrated are investigated by means of a qualitative investigation. An extensive literature study and in-depth interviews indicate the responsibilities for protecting critical infrastructures and provide the opinions of various stakeholders and actors. Using existing proactive protection programs, a theoretical framework, called FISSCIP, is then developed. FISSCIP takes three areas of tension-safety and security, public sector and private sector and proactive and reactive approach into account in a holistic manner, so that the protection and the security of critical infrastructures can be elaborated and addressed in an optimal way and from a multidisciplinary viewpoint.
