In order to develop a suitable transmission pricing method for China, the paper analyzes foreign transmission pricing methods. Transmission network charging method in UK is to formulate a uniform price for whole country without considering interconnection lines. In the United States, transmission costs are shared with postage-stamp method within each transmission owner's region of PJM, not used to guide transmission layout. There are a lot of interconnection lines in China, and economic levels and power grid structures of different regions are very different. Focusing on these features of power grid in China, a zonal transmission pricing approach is thoroughly studied. Interconnection lines between regions are equivalent to generator or load to achieve regional decoupling. Locational transmission charges in the regions are calculated in accordance with UK transmission pricing method, and non-locational transmission charges are calculated using modified postage-stamp method. The cost after equivalency is recovered with power flow tracing method. Example results show that the proposed method can reasonably allocate transmission costs, providing ideas for zonal pricing and guidance information on power grid planning.
