摘要
Global governance is moving towards a flat model with the decline of the hegemonic order and the accumulation of governance deficits and governance failure. In the evolution from vertical to flat governance, regional and sub-regional multilateral governance will witness more dynamic development, and governance practices in various issue areas will become more effective. At the same time, competitive factors will be more prominent, and there will emerge apparent interinstitutional competition and great-power competition over institutions.
