Assessment of the 2006-2010 plan for improvements in pain management

The High Council of Public health was commandeered by the Chief Executive Officer of the Care Organization to evaluate the third national plan of improvement of pain care. A multidisciplinary committee gathered skills in the domains of public health, evaluation and various disciplines concerned by pain. It relied on the analysis of documents, including written contributions collected on the basis of specifications, and auditions. The evaluation contained a balance sheet of the actions realized in every priority of the plan, an appraisal of the relevance of the objectives and governance and recommendations for the future. The third plan had an impact on (1) the professional environment of the hospital in terms of animation, encouragement for innovation, recommendations, quality requirement for care; (2) the prevention of care-induced acute pains in children; (3) the training for nursing old persons. However, this plan did not take into account exogenous constraints such as the organization and the financing of the public hospital, the relative isolation of the liberal medicine and the conditions of salary imposed by the health insurance on both the medical and non-medical professionals. In spite of undeniable progress, public authorities must contribute further to a better care of pain. The analysis of the actors and actions engaged in the plan allows to point out weak points and to propose new perspectives for the realization of a fourth plan.
