The common lexicon of sustainable development theory dates from the beginning of the eighties. During the first UN conference for development, held in Stockholm in 1972, there were discussions regarding eco-development. That same year, the Club of Rome Report, called %26quot;The Limits to Growth,%26quot; raised considerable attention and forced humankind to realize that the problems of economic growth are inseparable from those of environment pollution, explosive population growth, resource depletion, etc. The concept of sustainable development represents all forms and methods for socioeconomic development, that are based primarily on ensuring an equilibrium between socioeconomic systems and the elements of natural capital. The concept of sustainable development determines a constant reevaluation of the links between man and natureand pleads for the solidarity between generations as the only viable option for long-term development. However, a concern for justice and equity between states, not only between generations, has also become the object of sustainable development. [2] Development mandatorily includes economic growth and progress. Beyond these basic components, development represents qualitative mutations that pertain to the ensemble of life, so that, as a whole, it means that %26quot;people feed themselves better, take better care of themselves, and gain better knowledge. %26quot;[3] To reach these goals development must be thought of as being the %26quot;totality of exchanges of mental structure and social behaviour that allow the growth of the global real product and that transform isolated progress into general social progress. %26quot;[4] It is clear that development requires an improvement of the entire social, economic, political and cultural systems. It is equally clear that progress in one of those domains depends on results in the other domains, and that the relationship between these components of generalized social progress is one of interdependence, and that a missing link or underdeveloped domain will have consequences on the entire system.
