The space projects involve the commanding heights of the national security strategy, and have a great influence on the economy, society and the development of science technology. The basic characteristics of American space project organization management provide a valuable reference for China's space industry. The United States always pay great attention to the development of the space industry, not only to reveal its own defense strength, but also effect of its economic development through the key technological breakthrough and technology diffusion. The space program management system in the United States can be divided into three levels, namely decision-making, management and implementation. They are interdependence, mutual promotion and mutual influence, and complete the whole life cycle of initiation, implementation, evaluation and acceptance.
