摘要

The design of water infrastructure is based mainly on hydrological parameters for a given return period. The underlying frequency analysis presupposes stationarity of the analysed times series. In fact, many meteo-hydrological data such as water levels, precipitation and discharges exhibit different kinds of nonstationary behavior. Hence, there is a lack of systematic design of water infrastructure when dealing with non-stationary boundary conditions. The method introduced here makes possible the design of water infrastructure under nonstationary conditions based on a prescribed non-exceedance probability considering the proposed life time of the structure to be designed.
