As the production scale of the chemical enterprise is expanding greatly, the chemical production instalment becomes increasingly complex and large, which results in an increase in accident risk. In this work, for the synthetic ammonia plant, 17 s-grade risk evaluation indexes are constructed based on work safety conditions, safety techniques and safety management, establishing the multi-level risk assessment criteria system. Applying the fraction scale method of 10/10-18/2, the extension interval number judgement matrix is set up, and the computing model for calculating the index weights is established based on the EAHP (extension analytic hierarchy process). The risk evaluation index is divided into four grey groups, and the whitening functions of the grey group are determined, establishing the improved grey-clustering multi-level comprehensive evaluation method. Then, by applying a risk assessment to the synthetic ammonia plant of Anhui Huainan Chemical Group Co., Ltd, the overall risk level of the ammonia plant is level., belonging to the "not dangerous" category, which is in accordance with the actual security situation. The results show that utilizing the combined evaluation methodology of grey-clustering and EAHP can better assess the risk of chemical production instalment and greatly enhance the enterprise's risk management capability.
