摘要

The uncertain demand from the devastated areas affected by unconventional emergencies is studied in the model building of emergency supplies'; assignment planning. This study converts the uncertain demand caused by possible secondary or derivative disasters into the potential demand in the affected areas, thus making the uncertainty from the unconventional environment to be measurable demand to some extent through applying the probability programming. The degree of satisfaction and equity is introduced to measure the bounded rational behaviors of both the decision-maker and victims from the affected areas in the process of assigning emergency supplies. And a nonlinear mixed-integer model is formulated to solve the problem of the assignment planning in the context of multi-demand-point, multi-storage-depot with limited number of rescue supplies. This paper proposes an improved scatter search algorithm to solve the multi-objective model. Finally, a numerical case is provided to testify the proposed model.
